Stacionární telekomunikační družice. Vyrobilo ji NPO prikladnoj mechaniki im. akad. M. F. Rešetnjova <=НПО прикладной механики им. акад. М. Ф. Решетнёва> (nyní OAO "Informacionnyje sputnikovyje sistemy"), Železnogorsk (dř. Krasnojarsk-26), Krasnojarskij kraj (Rusko). Operativním provozovatelem je GUP "Kosmičeskaja svjaz" <=ГУП "Космическая связ">, Moskva (Rusko) pro MOKS Intersputnik <=МОКС Интерспутник>, Moskva (Rusko).
Tříose stabilizovaná družice typu Ekspress (typové označení 11F639) má tvar válce o průměru 2 m a délce 5 m se dvěma páry panelů slunečních baterií (2 kW). Nese 11 převaděčů pracujících v pásmu C (4/6 GHz, 10 permaktronových zesilovačů o výkonu 15 W, jeden o výkonu 40 W) a dva převaděče v pásmu Ku (11/14 GHz, permaktronové zesilovače o výkonu 60 W).
Předchozí družicí této řady je Ekspress 11 (1994-067A). Bezprostředně následující jiného typu Ekspress výr. č. A1 se 1999-10-27 pro havárii nosné rakety Proton-K/DM-01 nedostala na oběžnou dráhu. Další úspěšně vypuštěnou jiného typu je Ekspress 6A (2000-013A).
