Stacionární telekomunikační družice. Postavila ji jako svoji první stacionární telekomunikační družici firma CTA Inc., Rockville, MD (USA; nyní součást Orbital Sciences Corp., Dulles, VA). Provozovatelem je firma PT MediaCitra Indostar, Jakarta (Indonézie).
Tříose stabilizovaná družice typu StarBus o rozměrech 3.48×2.49×2.03 m nese 5 převáděčů pracujících v pásmu S (výkon 5×70 W), které umožňují přímé vysílání 1 analogového a 5 digitálních televizních programů nebo 40 rozhlasových pořadů pro oblast Indonézie. Příkon slunečních baterií činí 1.5 kW. Pro navedení na stacionární dráhu slouží apogeový urychlovací motor typu Thiokol Star 30E na TPL. Pro korekce dráhy slouží 4 elektrotermální motory Primex MR-501 a pro stabilizaci 12 motorků Primex MR-103G.
Plánovaný bod zavěšení je nad 106.1° v.d. Předpokládaná aktivní životnost je 12 let.
Jedná se o první družici této řady.
